Dear Subscriber,

We wish you all a happy Christmas and New Year.
In this festive season there are a few things we would like to remind you.

* We have received reports that subscribers are being sent spam emails asking them to send money ... for many 'justified' reasons. Please never trust anybody on the internet and always seek professional advise before ordering any medicine or doing any financial deals. 1000 excuses are quoted to convince you to send the money. Please don't fall into such traps.

* DO NOT OPEN email attachments FOR ANY REASON even if they come from somebody you know. They may send you a virus without knowing themselves. That is how viruses are spread. So when you receive an attachment, send an email back to the sender asking him if he really sent you that attachment before opening it.

* SPAM control: If you go on www.global.net.mt and click on 'SUPPORT', you will find the instructions of how you can identify spam. Note that not all spam is correctly detected so BEFORE DELETING the spam be sure there are no good email. When our ANTI-SPAM servers are sure to detect spam, these are deleted immediately and will never arrive to you.

* ANTI-VIRUS: Note that although we do have anti-virus scanners, the history of a virus is as follows: Somebody writes a virus and releases it on the internet. It is later detected and this may take 1 to 5 days or more. Anti-Virus software houses write an anti-virus to detect it usually in a few hours, usually before 24 hours. The Anti-Virus software is distributed to our Antio-Virus Servers and your anti-virus software on your computer.
This process takes a number of days, so in these days neither we nor you will be able to detect the damage. The damage can range from completely deleting your computer information to sitting in your computer undetected and making your computer an illegal tool for them to use against other internet users.

With reference to reports in local media that many ISPs are experiencing delays to deliver emails because of virus or other forms of attacks, we are happy to inform you that we were not affected by this problem since we have identified this growing problem weeks ago and our engineers have created a way to identify and block out users who maliciously send hundreds of thousands of emails to stop mail from arriving to destination. This system has guaranteed that our email servers function as desgined.

Best regards,

Dear Subscriber,

IMPORTANT : Please read this and follow our advise.

A number of subscribers are complaining of slow speeds.
We have identified that most of these who are complaining are actually sending out worms, viruses and emails, in many instances without their knowledge, from their computer to others. Please follow the link on top of our main page http://www.global.net.mt to upgrade Windows XP Service Pack 2 from Microsoft and install latest virus updates.

Those who are using other operating systems like Windows 98 should be sure to install THE LATEST upgrades of their virus scanners and scan your computer for viruses and worms. In this manner you will be able to experience a good increase in speed and at the same time stop attacking hundreds of other internet users, making other people's connections faster.

Our system is a state-of-the-art system and there are no bottle necks not even at the time when there are hundreds of users connected at the same time. We also have spare international and local bandwidth which means that you, as our subscribers, are able to get top class speed and connectivity at all times.

Friday, September 17, 2004

Dear Subscriber,

Those users who are using Windows XP, please be 100% sure that you update your operating system urgently with SP2 which is available from Microsoft free of charge. This is required to close several security issues which may allow other people on the internet to take your data or even use your computer to send thousands of emails (spam & viruses) to others.

We have noticed that many of you have not done this yet. PLEASE DO THIS NOW. Important is to scan your computer for viruses using the latest patches for your anti-virus software. Remember that when you install an anti-virus software, it is never up to date, so you first have to get the latest patches, then scan your computer.

Dear Subscribers,
This email is being sent out to all our subscibers and not to anybody in particular.

We since 25th August we have detected a huge amount of spam being sent out by many internet users without their knowledge.

Please ensure you install the latest anti-virus software and you scan your computer. Do not scan your computer with a virus scanner withich is 5 days old. This is a new type of virus.

This is causing a huge drain in our resources and above all we are getting many complains that the internet is slowing down, many of which are coming from the same users who are infected and their computer is sending our 600 attacks per minute. Of course this slows down your computer and above all is attacking many other users. The anti-virus software is for these 5 days being given an Lm2 discount from Tabone Computer Centre Limited on presentation of a copy of this email. You are entitled to 1 discount per user.

Dear Subscriber,

Clarification
Further to our note of this morning stating that

"the Malta Communications Authority (MCA) have instructed Maltacom PLC to increase their telephone prices" this is to clarify that Maltacom had asked the MCA to increase the price to about 5 cents an hour. The MCA decided to give Maltacom a 100% price-hike over their request and charge 5 cents every half an hour.

Maybe tomorrow MCA will give us a 100% increase in our salaries too eh? :-)
Further to allegations that our company, as an ISP, has asked for this to force people to migrate to ADSL or Cable internet, we can assure you that this is not the case and we are completely against such an institutionalised price-hike.

We are also aware that this is not the end of the price increases and the MCA have now asked Maltacom to submit a request to increase the prices of the ISP's lines which are used to serve the customers.

Good evening,
Webwaves Limited

Dear Subscriber,

Many of you remember the problem we had back in 1998 when our satellite communications equipment was held in customs and we were not allowed to offer you high speed internet service.

Well... last week the Appeals Court has confirmed the sentence issued by the courts in 2000, and Tabone Computer Centre has how won the case in all counts.

We will keep you informed as news unfold.

We wish to thank the thousands of users who in 1998 supported us and especially those signed a petition at a time when internet was so slow that to see an web page used to take minutes.

Best regards,

copy of our email of 2nd June 2000

To all our subscriber:

Today 2nd June 2000 marks a new era for all internet users in Malta.
Forget about slow and crappy internet downloads... in the next few days the fastest downloads will be a reality.
The court has decided that we can import and use satellite connection to link Malta to the US internet Backbone. We are no longer bound to wait months for a speed upgrade at unbelievable prices crossing all Europe to arrive to the USA.

After we received the necessary licences to operate and to import the satellite communication equipment in June 1998, the equipment was not released from customs by the Wireless and Telegraphy Department. We had no alternative but to take legal action.

Today, 2nd June 2000, the Hon. Judge Giannino Caruana Demajo LL.D. has decided that we have a licence to hold and to use the satellite equipment and ordered the release of the equipment. The Wireless and Telegraphy department was also ordered to pay for the damages sustained by us for not being allowed to make use of the VSAT satellite equipment.
We were assisted by Profs. Ian Refalo and Dr Peter Borg Costanzi.

As the leading Internet Service Provider with over 9000 registered users, we are committed to offer the best internet service available in the world today and with this legal win we would enhance our internet services and would be offering higher speeds to internet users.

We would also be keeping the slower internet cable connection which would be used as a redundant system just in case one of the systems fail.

We do believe in open networks so if we are allowed to offer this fast internet service to other internet service providers we will do it.

You are aware of the new virus which is programmed to open your computer data to other people and also to launch attacks from your computer to others without your knowledge.

To help you check if you have this virus or not, we have added a link on top of our webpage http://www.global.net.mt where you can download a small program to your computer to detect and delete this virus.

Dear Subscriber

This note is being sent to all our subscribers and DOES NOT mean that you have a virus.

Last Tuesday morning we informed you that we suspected a new virus was being distributed by an email attachment.
At that time we were unsure of the extent nature of the attachment.

Todays news media around the world confirm that this attachment is in fact a virus which is installing itself on your computers and opening a 'backdoor' for other people to look into your computer data and take the files they want without your knowledge.

We advise anybody who opened the attachment to seek professional advise and if you have confidential data, just unplug your computer from the internet till you are 100% sure that your data/computer is not taken away from your computer. In case of difficulties, we can offer on-site professional service at a charge.

Dear Subscriber,

While wishing you a Happy Christmas, we would like to remind you that you can save a substantial amount of money when you call overseas using our PhoneUp phone cards.

The rates can be seen at http://www.phoneup.com and the Special Prices make our Top Quality Service compare well with the many low quality services available on the market:
All Sundays you get a 25% discount on all calls.
During the week, first 5 minutes of a call are charged at the standard rate and after the 5 minutes, you also get a 25% discount.
It's very easy to use.
Step 1. Buy a card from a shop which are listed in our website or buy a card on-line from the same website.
Step 2. Call our system on 21 88 44 88 and then enter your PIN number after enter the phone number you wish to reach.

For those who do not wish to enter the PIN number everytime they do a call, you can send us an email quoting:
PIN number, card code , your number from where the card will be used.

You can give us up to 5 numbers. As soon as our machine identifies a call coming from your number, our machine will not ask for the PIN but will ask you to enter the number you wish to call.

Its that easy... and you can save more money on local calls by calling several overseas calls one after another:
When you call 21884488, you are charged for a local call which after 6pm is 5cents. When you are ready from the first overseas call, instead of putting down the telephone, press ## on your phone and do the next overseas call. In this manner you save money on local phonecalls.

Dear ADSL Subscriber,

Further to the Bandwidth Management introduced on ADSL connections in January 2003, we are pleased to announce that the Bandwidth has been drastically increased and is now set as follows:

Business Users are now set to Unlimited Time and Unlimited Downloads/Uploads.

Other users are set to Unlimited time and 8GB/month Download and 8GB/month Upload.

If the 8GB is reached the speed will be reduced to 256Kbps but if you use the proxy settings (proxy1.global.net.mt, port 8080) the speed will continue to be 512Kbps.

If the limit of 12Gb in a month is reached, the speed will be reduced to 64Kbps both with and without proxy settings.

We thank you for your support and we wish you all happy Christmas and a Happy New Year.

Best regards,

IMPORTANT: please take note that the Maltacom telephone rates are about to increase in price after 6pm so for those users who use the internet for over 20 times a month it will be cheaper to use ADSL than to use a telephone line.

Hundreds without Internet this Christmas:

Yesterday we have found out that a big number of customers who have the Voice Message Service switched on over the Maltacom telephone line, were unable to connect to the internet.
We have received a big number of support calls from subscribers that they were unable to connect to the internet and they were getting a message to try to re-dial.
As soon as the modem is picking up the line to dial to us, the Maltacom Voice Message Service was getting in with a voice message causing the internet connection to drop.
Unfortuately this has been going on for several days and customers who contacted Maltacom were informed that they know about the problem and they do not know when it will be solved.
Our Advise: If you have the Voice Message Service On and you can do without it, call Maltacom to tell you how to diable this service free of charge. Since those affected with this problem cannot read this email in time, please inform any friends about this problem.
For those people who are changing their Maltacom line to 'EasyLINE', remember that with EasyLINE you will continue to be charged by the minute EVEN AFTER 6pm. For those using the Internet, the EasyLINE will probably be more expensive, depending on the number of hours you use the internet.

Today we have received hundreds of complaints about extremely slow internet speeds in the evening of yesterday, Friday 15th. At 5.15pm, we have detected this problem and we reported this to Datastream (Datastream is the Maltacom Company which connects the internet in Malta to Italy).
After verifying that the issue was surely not on our side, we continued to contact Datastream repeatedly to fix this problem. Datastream have solved the failure at 9.45pm.
We confirm that the disconnection at 7:20am of the same day was also done by Datastream.
We apologise for any inconvenience these problems may have caused but this was beyond our control.

Important CALL CHARGES:
We have noted a big upsurge in spam emails especially with adult content which are asking you to click on the pictures attached.
Once you click you are asked to download a program file.
DO NOT DOWNLOAD THIS FILE since it is either a virus or WORST:
There is a computer program which changes your computer settings so that instead of dialing to our internet service in MALTA (to us), your computer modem will be reset to dial an internet service OUTSIDE MALTA. When you connect to this country, you will obviously be charged by Maltacom for the overseas call for example at Lm1 per minute.
The same programs may also infect your computer by asking you to click on a webpage banner.
Ususally this file ends with the characters '.exe' BUT NOT NECESSARILY.
If you have any doubts about this, call Maltacom freephone 150 so they will tell you how they can disable overseas dialing free of charge.

*** VERY IMPORTANT ***
We have received a note from Maltacom which seem to encourage the use of the Maltacom STAR service to ban overseas numbers. EVEN IF THEY REASSURE YOU to do it when you call freephone 150: DON'T INSTALL THE STAR SEVICES.
DO NOT USE Maltacom STAR SERVICES with your internet line because when you are on the internet and a person calls you, the internet modem cuts your line and re-dials causing your bill to charged another 5cent call !!!
And this will make you think that we are cutting your internet connection, or that you have a fault somewhere.
ONLY if you are experiencing frequent line cuts, go to our homepage to find the support page to avoid getting disconnected: www.global.net.mt and click on SUPPORT, on top you have the link to go to Frequent Line Disconnections. Students with SmartCards plus a simple distinction between ADSL and Cable Modems

Smart Cards:
Please remember that you can pay for your Internet subscriptions and Computer Products, hardware and software, using your Smart Card at
Tabone Computer Centre Psaila Street St Venera, infront of St Philip Hospital

If you are entitled for the SmartCard and have not yet received it, you can pay cash and ask for a note on the receipt so that when you get your card you will be able to get your cash back and your card deducted.
For the IT Fair, you are entitled for special prices on internet products at: http://www.global.net.mt
Toshiba Notebook Computers and PDAs at: http://www.tabone.com.mt
I-Vision Desptop Computers also at: http://www.tabone.com.mt
Many ask: Whats the difference in technology between Cable modem Internet and ADSL? Which is the best?
Lets make it simple to understand:

CABLE Internet: Imagine a 30cm diameter water pipe supplying Valletta with Water from Ta'Qali reservoir. Now if 30 people open their tap, then they get the equivalent of 1cm each. That is how cable internet works, it is shared by a big group of people. In a few words, it is realistic to say that if the subscribers in a road are using their Cable Modem, then a 56k dial-up modem is much faster than a Cable modem quoted at any speed, 128k, 512k, 1024k !

ADSL Internet: Then imaging that a 10cm diameter is fixed directly from Ta'Qali reservoir directly to each home in Valletta. These homes are guaranteed 10cm each. That is how both DIAL-UP modems and ADSL work, you have a dedicated line from the exchange to your home.

Internet Security: Besides that, the data arriving to your computer through a DIAL-UP or an ADSL modem ONLY carries YOUR data, while when you use a cable modem the data arriving to you is actually the data addresses to all the people in your street, and the modem filters out the data addressed to you. No need to say that there are illegal modems on the market which can de-scramble the data addressed to others !

VIRUS ALERT from Global Net.

During the last days we have seen a big increase in the viruses infecting the computers which are connected to the internet.

In your own interest, please remember the gold rule:

DO NOT OPEN ATTACHMENTS which you receive at the end of email, unless you know 100% that you were expecting the attachment. Even if it is coming from a person or company you know.

The latest viruses have the ability to attach introduction notes urging you to open the attachment. Once clicked, you see nothing is happening on your computer. In fact the virus would have infected your computer and sent itself to all people on your email list.

DO NOT RELY ON ANTI-VIRUS software: New Viruses are being sent every day making these Viruses nearly impossible to detect.

We wish to excuse ourselves for the interruption of internet services on Saturday 24th February. There were four short interruptions at 10.20, 12.00, 16.40, 17.20 and a longer interruption between 14.30 and 15.45.

These interruptions were due to faults at Maltacom’s subsidiary, Datastream who provide us with the internet connection to the international internet backbone.

On one hand we thank Datastream for the greatly improved and competitive services they are offering us which has put Malta on the front-end of internet technology in the world. Maltacom is doing an excellent job in the internal restructuring and we are seeing the gigantic steps in the right direction which we never thought could happen in such a short time. Better service response and excellent helplines. Installation of special high-speed lines to allow subscribers to connect to the internet which used to take months, now being installed in a few days.

On the other hand we object to Maltacom’s appeal in court to stop us from starting to use a satellite link to connect our internet backbone to the United States.

We were given a licence to import and to operate a satellite link directly to the internet in the United States. As soon as the equipment arrived in Malta, Customs accepted the payment of import duty on the goods while the Wireless & Telegraphy department refused to clear the goods.

We had no other way but to start a legal case which we won on Constitutional grounds in July 2000. Maltacom and the Government Departments involved, appealed to the Court judgement. Unfortunately the appeal has not yet been appointed for hearing. So until we are given our Satellite Equipment, any interruptions on the cable which links Malta to Italy would result in an interruption of the internet services for a period of time which can range from minutes to months depending on the scale of the fault.

Malta cannot afford to be without internet for a single minute let alone an hour.

We appeal to the authorities:

Stop the delaying tactics and give the Maltese citizens the right given to them by the constitution, Honour the licences you granted to us to import and use the satellite equipment as confirmed by the court judgement issued in July 2000. Give us our Satellite Equipment which has been in your bonded stores since July 1998.

Last December, most Internet Service Providers joined to form a high speed backbone. There was one ISP who did not join. Within hours, we have received a Legal Notice forcing us to link Melita Cable to the Malta Internet Backbone on the grounds of National Interests. This connection made links from Melita Cable to us a quarter of a second faster. It is a National Interest that one particular ISP gets a high speed internet connection to us within Malta.

It is of a much greater National Interest that in turn, we are connected to the Internet world-wide.

We now expect the authorities to act with the same speed they acted last December and in the coming hours release our Satellite Internet Connection Equipment.

We are now Malta’s biggest Internet Service Providers with 14,000 subscribers. We understand the responsibility to ensure that this essential service runs without interruption and we are constantly upgrading our system and training our staff to ensure that we continue to offer our subscribers the best possible service.

VIRUS ALERT:

Please ensure you DO NOT open attachements which come to you at the end of your emails and which you are NOT expecting, even if they come from people you know.

During the last few days there are hundreds of new virus coming in, which are NOT DETECTED by any virus scanner or they are TOO NEW to be identified.

The reason why virus scanners are not detecting them is because these Viruses are being distributed as picture files or screen saver formats.

Re: Internet Disconnected

We wish to apologize for the line disconnections of today 3rd August at 15:58.

For those few who remained connected, they could not use their internet since our international cable link to Italy was also disconnected.

This failure was from Maltacom's side and was beyond our control.

The duration of the disconnection is not important. It could have been one minute or one week.

The fact remains that yet for another time Internet users were disconnected from the rest of the world.

Why has this taken place?

Because our International link is going through one point at Maltacom. If that point breaks, then Malta is isolated from the rest of the world.

A month ago, the Court decided that we have the necessary licences to operate a satellite link to connect to the internet and ordered the Comptroller of Customs to release our satellite equipment which has been in customs for over TWO years.

But three parties appealed to the judgement:
The Ministry for Transport and Communications,
The Comptroller of Customs
and MALTACOM Corporation.

Maltacom argues that AFTER we received the necessary licences, they were given a MONOPOLY to use VSAT.... and that they would be LOOSING money! Loosing Money? How could they loose money if they do not offer this service.

It is like giving a Taxi Licence to Mr.J, two months later give a Monopoly to ABC for Taxi Services, ABC decides not to offer Taxi Services but ABC objects to Mr.J for importing a Taxi. ABC claims that it would loose money if Mr.J uses his Taxi!

Maltacom Corp does not seem to take into consideration that when they stop their service for any reason and for any period of time, they would be depriving the citizings from a fundamental right, a right which is guaranteed by the Maltese Constitution and by Article 10 of the European Convention.

On the 11th August the Court of Appeal would decide if we can start to use our satellite link immediately.

We hope that the outcome would give us the right to have an alternative means to communicate with the world through satellite and that incidents like today's would not be repeated again in Malta.

"Article 10 (art 10) applies not only to the content of information but also to the means of transmission or reception since any restriction imposed on the means, necessarily interferes with the right to receive and import information." Quoted from The European Court for Human Rights, 22nd May 1990.

While showing our concerns that power cuts are occuring too often in Malta, we are pleased to inform you that our power backup systems worked as expected during yesterday's power failure in Malta.

For those of you who needed to use the internet, our system was fully functional at all times.

All emails addressed to you were accepted in time by our system, ready for you to collect as power was restored back to you.

We do great effors to ensure that our system is completely redundant so that if any one item fails another piece of equipment takes over automatically within a few seconds, without the subscribers realizing what is going on.

This includes the International Internet Connection, modems, servers, hard disks... and power supply. Our system is protected by high power UPS and also by a heavy duty electric power generator, which worked for hours yesterday.

... one thing is not redundant: If a ship decides to put down the anchor over the fiber optic cable between Malta and Italy, all Malta will be isolated. ... no, our satellite equipment was not released from customs! ... more about this later.

We hope you are enjoying the new high speed internet connection. No busy lines & fast internet... just the best internet you can get.

We take this opportunity to thank you all for your continued support and especially to the thousands of you who sent us emails.

Best regards,
Joe Tabone
Managing Director

To our 9000 subscribers,

Highlights:
* Our legal case to use a high speed satellite link to the internet
* 5 weeks and still no confirmed date by Maltacom to upgrade our international Cable line.
* Liberlization of telecommunications? When? How?
* We are being asked to stop offering Internet Services or stop selling computers.
* Digital Video Broadcast licence to a company, but not to us.
* Give us your comments on http://www.yellowblue.com
... read on.

Many of you remember that two years ago we had a licence to offer our subscribers Access to International Data Networks. We then obtained a licence to import VSAT satellite equipment. When it arrived in Malta, the Customs cleared the papers, we paid import duty, but the Wireless & Telegraphy did not send a technical person to certify that the goods imported are actually those as described on the Licence.

So our users are still bound to use an expensive and slow international internet connection which in order to arrive to the USA all traffic has to pass over cables through Europe.

Months ago we have started legal action against the Ministry for Transport and Communications to release our satellite equipment.

The court is scheduled to give its judgement in 12 days , on 2nd June.

Other issues:

In order to continue to offer you a good service, last September we have added a cable link to the internet in Italy.

5 Weeks ago we asked Maltacom to double the speed of this cable link to Italy. Up to today we have not received this upgrade.

5 weeks in the Internet can bankrupt a company, but since our satellite equipment is still somewhere in customs and having Maltacom as our only way to get better speed, we do not have any choice but to wait the time when they are ready. When Maltacom's subsidiary asked for a similar upgrade, it was installed in less then a week.

We hope that on the 2nd June we will be able to offer you the fastest internet speed in Malta. Note that to upgrade the speed over satellite, our American supplier takes 4 hours... by comparison a little faster.

We appreciate the efforts being made by the government to liberalise the telecommunications market but when we see the relative actions we sincerely get the impression that the government is actually doing the contrary of liberalization: monopolizing and nationalising licences issued.

Why? We give you some facts:

We had a licence to Access International Data Networks. We say had because we received a notice from the Ministry of Transport and Communications stating that they want the licence back. 6 months ago they issued new regulations practically changing the name of our licence from Access to International Data Networks to just ISPs and adding a new clause stating that the International connections must pass through Maltacom.

So part of our licence was taken away, or rather nationalized in the year 2000.

But not only that.

After years of service, we would probably be unable to continue to operate as an Internet Service Provider because of other clauses introduced in the same regulations. In particular a clause stating that an ISP cannot do any other business. So the government gave us a choice to close our internet or our computer business. We cannot accept any of this and we have no alternative but to take legal action again, this time to protect our business and to show our responsability to service our 9000 registered internet subsribers.

The alernative is to split the company, similar of what Microsoft, which has a turnover of billions, is being asked to do in the US. This would result in increased overhead costs and a relative increase in internet prices to our subscribers.

Liberalization?

The same regulations have given Melita Cable the same ability of Maltacom to connect the ISP to the subscriber. Melita Cable got this licence free, without asking for it. But they were not happy enough with that. The new legistaion being proposed in Parliament now gives Melita Cable a MONOPOLY of internet services over cable. For you to understand how grave this move is, just imagine what would happen if Maltacom is given the same monopoly as the one being suggested for Melita Cable, to offer Internet itself. All ISPs would have to close down.

So we have Melita Cable, which today is in a dominant position with 100% market share on cable business, now branching into internet... extending its monopoly over the internet.

When the government came to negotiations over the liberalization of the telecommunications industry it did not consult with the ISPs. The ISPs are the only operators working in a liberalized market in telecommunications field.

The Ministry for Transport and communications uses different measures when dealing with different companies. When we imported the VSAT equipment it was held in customs because they argued that we do not have a licence which in fact we had. When Vodafone imported the SMS (short messages over GSM phones) equipment it was allowed in and although they do not have a licence to operate SMS yet , you can go to WWW.QUIOS.COM and send a mesage to any Vodaphone Etalk customer today and see that SMS works. This service has been in operation for the last months.

Same happened with Maltacom cellular phone equipment. They do not yet have a licence to operate mobile phones yet, but they confirm that they are already installing the equipment.

The law should be equal to all.

We have the choice to take legal action, costing thousands of pounds and taking several years. You know that in telecommunications, waiting for two years for a court judgement is too late. So we can be right to assume that the government is replying on the delays he knows to be taking place in the Maltese courts to get away with these injustices and messing around with licences for which we have paid in advance.

Liberalization in cellular phones? Today Maltacom may have 51% and others 49% of a company holding a licence, Vodaphone. So to liberalize the market we see that this company splits up into two companies, called Vodaphone and the other GoMobile and each get a licence for mobile phones. This is not even a duopoly, it is the splitting of a monopoly licence, in practically keeping the existing shareholders in business while keeping all others out.

Then what about satellite communications? There are a number of companies using VSAT satellite equipment today with the knowledge of the Ministry for Transport and Comunications. But that is not enough. We have been informed by the Ministry for Transport and Communications that a foreign company which have setup their business in Malta recently, were given a licence to use VSAT to use for internet data in the form of Digital Video broadcast (DVB). Last year we have actually applied for a DVB licence but our request was turned down.

Was it turned down because we are Maltese? Or is it because we did not use public funds through Malta Development Corporation to start our operation? Could it be that a government encourages more public funding to foreign companies against local private investment? If we look at the press release issued by Web-On-TV, we get that impression. It is reported that a company in question has grown to employ over 40 people when it was granted a DVB licence after the refusal of our DVB licence. Who shall compensate for our loss of business and injustice?

We hope to see a government with a strong goodwill to encourage true liberalization in a democratic and non-discriminatory environment.

Meawhile every day we loose to go for full liberalization, Malta looses years against competing countries in today's global village.

In a few words:
* Liberalize wireless data communications NOW including DVB, VSAT, satellite and other wireless technologies.
* Maltacom should ensure to give a quick service for the products over which it has a monopoly or the monopoly should end 30 days after failing to supply a service.
* Do not grant new Monopolies. Let Melita Cable offer its services to every licenced operator just as Maltacom has opened their cables and ducts to Melita Cable and ISPs.
* Honour the Licences issued without requiring us to take the trouble to take legal actions to retain them. In case of conflicts, retain the oldest one.
* Issue a mobile licence to all those who apply for it. A free market will let the customers choose the winners and the loosers. Being the choosers, the customers will be the winners. Manage the Radio Frequencies correctly to enable new operators to join the market later.
Let's be optimistic and look forward to a better future... hope not too distant future.

During the last weeks we have seen an increase in viruses sent over the internet.

Please care about these few points:

1. NEVER OPEN attachements if you are not 100% sure what they contian and that the person sending the email is well known to you. Even if the sender is well known to you, make sure he is the real sender of the attachement.

2. DO NOT reply to CHAIN LETTERS. Chain letters are being sent in a way to convince you that they are for a geniune cause, like a child being sick, a company needs your support or that you will receive some sort of price after you send a number of email. ALL Chain letters are intended to create BULK MAIL which are equivalent to viruses over the Internet. DELETE CHAIN LETTERS WITHOUT bothering to read them.

We have not installed an Anti-Virus software on our mail server for the simple reason that we do not censor in any way your private mail.

Other ISPs tried to filter Mail Viruses. Some users who thought that they were safe because their ISP was filtering Viruses got the shock of their life when this virus arrived to their PC and deleted their valuable information. Remember that new viruses are never detected by Anti-Virus software till a few days later ...when it is actually too late.

We have taken every step to ensure that our internet system is Y2K compliant. Major tests were performed last August and other tests were performed last month as a double check.

Our e-commerce and credit card verification system are also Y2k certified.

For this reason all our system will continue to function as usual on the night between the end of 1999 and the start of new year.

However we strongly recommend the following as a precaution:

1. Send all emails out before 10am on 31st December 1999.
2. Read all your emails before 11.30pm on 31st December 1999.
3. DO NOT buy Extra Hours after 11pm of 31st Decemeber 1999, AND ON 1st January 2000. So ensure you have enough HOURS to keep you going for two days.

We wish you a Merry Christmas and a Happy New Year.

We take this opportunity to give you a brief update about the internet service in Malta.

Many of you have followed our legal case against the Wireless & Telegraphy Department for not inspecting our satellite equipment which is still 'somewhere' in the bonded stores. The case will probably be decided by the court early next year. Since we have all the licences to import and operate a satellite service we are expecting a favourable outcome.

We hope to be able to give you the fastest service in the world without having to increase the prices. In the meantime we are paying thousands of pounds a month to our suppliers for a service which our subscribers cannot use. You all know how Malta was... and unfortunatly, still is... when new technology comes in... to get a colour TV, a Video Recorder, a fax Machine, satellite TV... and in Y2000 the Internet through satellite.

Busy lines... During the last weeks it is difficult to connect to our service between 8pm and 11 pm due to busy lines.

Months ago we have sent an application to Maltacom for more lines. These are still not installed. Maltacom does not have the equipment nor the manpower to install new lines. They are slow... too slow... to handle business.

Hope they will install the lines 'soon'.

Sunday, November 07, 1999

We are aware that for the last couple of days our system is having busy lines after 6pm.
We have a pending application with Maltacom for more lines which Maltacom have not yet installed.
Maltacom informed us that they do not have equipment to install additional lines.
They promised us these lines in a 'few days'.
We assure you that we are doing our utmost to solve these problems as fast as possible.

Further to our previous email, we would like to clarify that Multiple Logins is when a user with one Login Name and Password connects to the internet from two computers at the same time using the same Login Name and Password.

If an account has 2 email addresses for example ABC and XYZ, both ABC and XYZ can connect at the same time.

Best regards,
Support

Please note that with immediate effect, if our system detects a user with multiple logins, the account will be automatically RESTRICTED and internet access can only be made between 2am and 8am.

To remove the restriction you can go to our homepage http://www.global.net.mt and click on REMOVE RESTRICTION.

The re-activation will be made on-line at a charge.

A meeting was held today at 10.30am between representatives of GlobalNet, Terranet , Global Net, Kemmunet, Keyworld and Waldonet and the Honourable Minister for Transport and Telecommunications, Censu Galea.

During this cordial meeting it transpired that the consumers unalienable right to choose will be preserved in the Internet marketplace.

ISPs were informed that new Telecom regulations were being finalised and that these regulations ensure consumer choice together with a fair and level playing field in the Internet market place across the board.

Until these new regulations are published and consequently applied, ISPs were assured that the current regulations and licence conditions would remain in force and that these conditions would be enforced. Any alleged breach of these conditions would also be swiftly investigated by the Telecom regulator and action taken to re-establish these conditions in the coming days.

In view of these assurances given by Minister Censu Galea and the Regulator, Mr. Nikol Scicluna, the ISPs have decided to suspend the action announced yesterday.

Press Release Monday 4th October -
Global Net, Kemmunet Ltd, Keyworld, SatelliteNet, Terranet Ltd, Waldonet

ISPs say no to Internet Monopoly

Malta's leading ISPs have today announced an escalation of actions in line with the threat being posed to competitive Internet access. Globalnet, Kemmunet, Keyworld, SatelliteNet, Terranet and Waldonet announced at a press conference that as of 11:00 a.m. today they have instructed their engineers to effectively block all traffic originating from or destined to Melita Cable Plc's networks and as a direct consequence of this, any other networks that are connected to Melita Cable Plc.

This means that these users, both home users and business users, will NOT be able to send or receive any mail to or from local ISPs if they use Melita Cable as their ISP or any ISP that is connected to Melita Cable's Network. Likewise, they will not be able to browse our hosted web sites and neither will our 12,000 customers (who represent 95% of the market) be able to view any of Melita Cable's content or their customers' content.

The issue resolves around Melita's insistence to enter the Internet market abusively, continuing to expand their Cable TV monopoly to the Internet as well. Using bulldozing tactics Melita have ignored all calls to allow local ISPs to use the Cable infrastructure, as is prescribed by the Telecoms laws of Malta. This to the detriment of fair competition and right of choice of ISP to the user. The telecoms regulator, who is duty bound to make sure such abuse does not take place, has failed to take any action.

Mr. David Thake, speaking on behalf of all the other ISPs noted that " we have written to the regulator explaining our position as outlined to you today and requesting that he protect the competitiveness of our marketplace, we have repeatedly asked the regulator to investigate certain aspects of Melita Cable's proposed mode of operation, we have met the Minister of telecommunications - Mr. Censu Galea and put forward not only our concerns but also our proposals which are all based on the latest directives by the EU, we have met with Melita Cable plc and put forward our views with regards to open access and expressed our wish to grow the market together with them as a carrier, and we have debated the issue publicly and in the press. Now it is time for action."

The actions started this morning will be in effect for a whole week, after which the ISPs will re-consider whether to escalate these actions.

Since this problem may be resolved only through the lawful intervention of the Telecommunications Regulator, should you wish to bring up the matter with his office, you may send e-mail at nicholas.h.scicluna@magnet.mt

You must have noted that in the past weeks we have upgraded our internet link and now we have the fastest internet service in Malta.
This link is still by a very expensive cable since you may have followed that our satellite equipment to link us to the United States Internet Backbone is still in Customs awaiting release by the Wireless & Telegraphy Department.
The various monthly charges can be seen on our subscription page.
However, for Limited users, we have REDUCED the hourly rate for extra hours above the 40 free hours from 30cents to 18cents. The morning rate remains unlimited.

WebSave - Affordable Internet Access by Maltacom

GlobalNet, Kemmunet, Keyworld Services, Maltacom plc, SatelliteNet, Terranet Ltd, Waldonet

Maltacom and the leading 5 Internet Service Providers in Malta have announced a deal whereby these ISPs will be offering to their subscribers a new local access package, giving subscribers 240 hours of local telephone connection per month to the ISP of their choice at LM5.75 a month. This product is being branded as WebSave.

The price will not include Internet connectivity which would have to be added to this.

The 240 hours per calendar month are split as: 60 hours from 6am to 6pm. 180 hours from 6pm to 6am.

Important to Note:

The Lm5.75 per month is added to your existing phone bill. All exisiting phone charges to other phone numbers remain unchanged.

The subscriber has to dial a special number to connect to the ISP to be charged in this scheme. If the subscriber dials the regular number, in our case 491888 or 491778, then the old billing system will still be applied by Maltacom.

With this system there is no need to stay connected to the internet when you are not using it. You can connect and disconnect as many times as you like and the charges remain the same.

This should encourage better use of the Internet by everybody.

As part of this agreement the product will be available to the client through their own ISP, thus offering a one stop shop solution through the ISP of the subscriber's choice.

Mr. Tony Mejlaq, Chairman of Maltacom stated that "Maltacom has always adopted a policy of fair dealing with all ISPs and this agreement is another step in the direction of cooperation which brings a better and affordable solution to the subscriber without restricting choice. Maltacom intends to continue to explore other avenues of collaboration with ISPs in its rollout of new range of data services over the coming months include ISDN and high speed data ADSL services."

Malta's First Internet Shopping Mall
Opened on 12th December 1996

Global Net Internet Service Providers, a division of the Tabone Computer Centre Limited are pleased to announce Malta's First Internet Shopping Mall. This follows the introduction of the First Internet Secure Server; which has now been operating since last September 9th.
Without thorough security, information transmitted over the Internet is susceptible to fraud and other misuse by intermediaries. Information travelling between your computer and a server passes though a communication link using many computer systems around the world. Any one of these computer systems represents an intermediary with the potential to access the flow of information between your computer and a trusted server. You need security to make sure that intermediaries cannot deceive you, eavesdrop on you, copy from you, or damage your communications. The Internet does not provide built-in security. For this reason we have installed a Secure Server.

What is a Secure Server?

A Secure Server acts like a normal Internet Server with the exception that all data transmitted between Client (your computer) and Server (our computer) is Encrypted.
Normally a secure server is used where money transactions involving Credit Card Numbers or other confidential information are delivered over the internet. When you connect to a Secure Server, you can notice the Security Key or Padlock at the bottom of you browser's window. Global Net Secure Server protects your Internet communications with:
